anyone know anything about computers?

all of last week I kept getting a box come up at start up saying found new hardware. I kept ignoring it as it said the hardware was unknown. the other day instead of ignoring it I clicked "next" to see what was going on and now my computer is dead. Cpu is 0%. Get the egg timer on the whole time.

I've tried system restore but it is blocking it. Is this a virus? If I start up in safe boot the computer works at normal speed. But with no internet

Do I need to start from scratch? Reinstall operating system?
