what in the name of FUCK is going on

Just risked missing my train to buy some beer from M&S, stuck in slowest queue ever, get to the front ready to buy my beers "you must buy four" says the foreign girl to me

"Er...what? I have to buy four?"

"No, food, you have to buy food to have alcohol"

...

Having to buy four would've made more sense to me. What's going on here?
