Happens all the time....

...when I was working for the NHS up in Stoke we were running courses on PACS. They hired a unit for a year, bought all the equipment, trained people from other departments up to train others, replaced them with new people.

Total cost was put at around ?4.75m for the 12 months.

Then they did what your lot did and decided they weren't going to implement it after all.
