I know what you mean, but it's quite revealing that people talk about

'adding' cyclists. As if they are a kind of optional add-on that don't really have a full right to be there. Could equally say the problem is 'adding in' drivers.

Which takes you back to the in-group out-group stuff (cyclists being the 'strange minority'), which I think must underlie some of this.
