Presumably it depends on what they're doing?

Eg if you bomb an enemy railway station or power plant, the chances are that you are going to kill someone unarmed civilians, but you justify this because of the function they are performing within the enemy state?

I'm a pacificist, btw, just engaging with the theory; don't understand me as approving of killing people
