Where is the racism in football?

Is it the random c**t making monkey gestures in the crowd or is it

The lack of black managers in professional football (2 out of 92?)
The lack of black referees etc
Indifferent approach by some clubs when dealing with racist incidents (JT and Suarez) - seem to give mixed messages
The lack of leadership from the FA and EPL on this

Get that t**t in front of the courts but don't ignore the real issues.
