Are politicians (local or national) more accountable because they're elected? Not really

It takes quite a lot to unseat a sitting politician. Would the Hillsborough (or Orgreave) and it's aftermath be any different if there had been an elected commissioner? I doubt it since the lies were happily spread from day one.
