b) I would absolutely agree with you if this was a *new* layer of democratically elected officials. But as far as I'm aware this is about replacing the current lot with a new lot who have the same difficult job to do, as well as looking after their own election campaigns. Just makes it even harder to do the main point of the job properly. I'm happy to be corrected if I'm not right about this not being a new layer of officials.

I'd be perfectly happy about electing a new type of independent body responsible for holding the police to account. The points you make about Hillsborough are exactly to the point. And it goes further than that, with South Yorks with the things that are starting to come out about the relationship between South Yorks police and the govt at the time of the miners' strikes.
