Pen-head tech help for an ideot required.

Either my phone or sim card is f**ked, and could do with speaking with the Mrs. I've got a mobile dongle thing, which has a sim card, which may or may not work if I stick it my phone. Will try that later.

This laptop has a built in skype app, which I've never used. To use it do I need a skype account, and will it rip the arse out of my mobile data allowance?
