Am I right in thinking you work for a large insurance company based in Norwich,

with a large pressence in York and Sheffield?

This probably won't help your plight, but I do know that they are agressively chasing contractors for some fairly large and long term pieces of work in York, and appear to be paying top end rates to get people on board.

Depends exactly what you do, but I always find it questionable when firms make swathing cuts in permanent staff and replace them with contractors, albeit possibly in a different location. I know why they do it, and it makes perfect economic sense, most of the time, but there are some serious moral questions they should be made to respond to.

On a positive note, and if it works with your family situation, you could always take the leap into the contracting world yourself. I have never known a time where there has been so much demand for services, and I personally think this will continue for a long time to come.
