Damned if they do and damned if they don't as well.
One side demands nothing less than utter perfection (because that's what private care provides, after all) and sees any slip as an excuse to reclaim funding for other purposes, and the other side might see it as an admission of defeat that they have to do this.
And you never get non-public-sector workers complaining about their pensions, hours, conditions...
