Therefore it is not surprising that people believe that it might have been a contributory factor and it certainly doesn't merit the abuse that you have been dishing out. As Jim says, we will probably never know, and it certainly doesn't excuse the other failings or the cover up.

More generally, you might argue that football firms in general are partly responsible. The violence which pervaded the game in the 1980s was one reason that the police had a default 'disorder management' mindset rather than 'crowd safety'. If the culture of fan violence had been less prevalent then maybe their response might have been better than the complete shambles that unfolded.
