burglers I think realise....

whatever force they use they can expect the same level of force back. Thats "reasonable and minimum force", which is the law we aleady have.

Shooting a burgler who has broken in, thinking the house is empty or he wont wake anyone up, who then doesnt display any agressivness, isnt reasonable force.
