The issue is one of personal freedom

An outright ban is going to feck off 25% of the population.

Give people the choice of smoking and non smoking pubs, then everyone's happy.

If you want a drink but don't smoke, go to a non-smoking pub.

If you want bar work and you don't like smoke, go for a job in a non smoking pub.

I simply can't see the problem with that. It's not rocket science.
