That's wanting the perfect situation to prove a point though.

Accidents will always happen. Whether or not it would have made any difference in this case. It doesn't *seem* that there's much will for an improvement in general though, and waiting to establish culpability seems a bit cold.

Basically, everyone wants the roads to be safer. Blame here is not the issue.
