Responsible?

Accidents will happen, no matter what the cause, but if there is a reluctance to build enough cycle lanes to cope with demand, then whoever's in charge will have to carry the can.

I don't think it matters about individual incidents. Maybe the cyclist was to blame, maybe the bus driver. Maybe an alien landed and distracted them all and then flew away. Chances are that if the bus and the bike had been on different paths, it wouldn't have happened. I don't think that's an agenda, just a sad fact.
