So it does make sense because we need new schools and we need expansions to existing schools and the Councils can't afford to build as many as we need.

I may come at this from a different perspective having recently witnessed first hand the ordeal that is trying to get a 4 year old into a decent London primary school. In some parts of the country it may well be different but London definitely needs more schools (and more good schools).
