You don't need to employ people to have gotten the clearances sorted out, that's what I don't understand. There wouldn't have been very much in the way of headcount cost for those 10k. You do need to have engaged on the implementation side so yes, there will be overhead for them in getting all the prep done in advance, but that would/should have been accounted for and priced in.

This shouldn't have happened (blame probably shared equally between the procuring Authority & G4S to be fair) and passing the buck onto the agency that provides clearances is just that - passing the buck. Processing times are known, volumes of applications are known, it cannot be a surprise to anyone that 10,000 applications in the immediate run up to the event are going to take time to process.

Now I wouldn't be surprised if the Authority cocked up on the KPIs/requirements side, but equally it smacks of G4S trying to cut corners.
