Goal line technology dilemma. We've all seen it in real time, it's gone to the video

But, not only has the ball gone over the line, but missed by all 3 officials, the replays are showing the defender tried to stop the ball with his hands

Does the video appeal ignore the handball because it's up to the referee to see it?

What happens if the handball was completely missed, and has slowed the ball down enough for another player to get back and clear it. Is that just no goal, and no punishment for the handball, because it's goal line technology (and not a replay of a handball)
