The CEO of the SFA, Stewart Regan, said that new Rangers have to go into Div 1 to avoid financial meltdown and "civil unrest". A natural corollary of that is that new RFC *must* be promoted in the first season. So basically it's match-fixing by the authority that's supposed to be regulating the game. Amazing.
