They have an entitlement to education outside of prison too but some either choose not to make the most of it or are simply not allowed to fulfil their potential due to a s**t eduation system that is built on meeting targets and not on catering for the needs of individuals; so long as a school meets its targets, the individuals that don't meet expectations can be ignored or expelled.
If someone falls into crime and ends up in prison for assault or burglary, I would like them to come out educated so that they don't do it again. It's not a 'free education', they pay for it with their freedom. Do I resent prisoners being educated while I worked and studied hard? No, because I got a good job out of it without having to spend five years locked up and a lifetime of being unemployable.
If someone turns to crime because of a lack of opportunities, then coming out of prison with no education and no opportunities as an unreformed character will simply mean they will be back inside in no time at all.
The bigger question is how to make them want an education before they end up in prison when for some an education might seem worthless.
