Tax avoidance is common sense, tax evasion is illegal

If you have an ISA you are avoiding paying tax.

It is utilising the system to save yourself a tax bill. The reason its been in the papers is that the celebs do it to the extreme by utilising loop holes (completely legally) but end up paying almost no tax which is seen as morally wrong. Footballers do it, celebs do it, bankers do it, even partners in average firms do it.
