You appear to be confused about the problems with the pensions

You are getting a cashflow surplus mixed up with a true funding surpus. What the NHS Scheme currently has is a cash surplus, so contributions from current employees exceed pensioner outgo. This should not be used as an argument to claim that the NHS Scheme is sustainable.
