Hodgson's tactics don't encourage fluid movement off the ball, often we have five or six players all squashed together when winning the ball back because of deep lying, condense tactics. Unless you have the passing ability of Spain then it's difficult to play within those confines.
The difference with Gerrard is that he's creating goals and is doing a good job in helping out Parker (why we have two midfielders to shield our back four against Sweden and Ukraine, I don't know?) who has struggled at times. He's doing a great job within the tactical restrictions.
