The Win:

If England win and France draw or lose, England are top.
If England win by 2 more goals than France win, or more than that, then England are top.
If England only win by one more goal than France do, then it depends how many they each score:
- If England score the same number as France do, or more than France do, then England are top on goals scored.
- If England score one less than France do, then England finish top on ranking.
- If England score two less than France do, or worse, then France are top.

The Draw:

If England and France draw, then it depends how many they each score:
- If England score the same number as France do, or more than France do, then England are top on goals scored.
- If England score one less than France do, then England finish top on ranking.
- If England score two less than France do, or worse, then France are top.

The Loss:

If England lose and France win or draw, then England are out.
If England lose by 2 fewer goals than France loses, or fewer than that, then England are second.
If England only win by one less goal than France do, then it depends how many they each score:
- If England score the same number as France do, or more than France do, then England are second on goals scored.
- If England score one less than France do, then England finish second on ranking.
