I would rate last seasons shirt as a 2 for sleeve flappiness. Very snug.

The new shirt I would score as a 5. Definitely more flappy, but I wouldn't say *too* flappy. I'd be happy to bicycle on a bicycle in it, and not worry about overly windy arms.
