It's a disastrous decision

A team could win the whole thing having finished third and only got a point out of nine in the group stage.

Also, teams in the groups which play latest will have a better idea of whether finishing third will get them through to the next round. Thus a distinct advantage in being in groups five and six.

Plus tons of s**t teams of course.
