Well is it continues for a prolonged period of time

and you don't do any work because of it or your work is sub-standard then he should sort out your conduct, give you a warning or sack you. If he doesn't then he isn't doing his job properly.

Plus part of a managers role is to be a good judge of character and to employ the right people in the first place who won't sit around surfing the net (like we do!)
