Discuss the following statement:

"No City manager in the past 30 years has achieved less in relation to resources provided than Worthy".

Given that Hamilton/Rioch had no money to spend and Megson/Deehan were having our best players sold from under them left right and centre, and can't think of anyone worse than Worthy (whi has not only been given money to spend but had our existing best player presented with a new extended contract).
