Norwich City boss Paul Lambert told the club's official website: "Ewan is a top, top scout and he will be a first-class addition to our team here at Norwich City. He's got excellent experience and connections throughout Britain and Europe, which will be a really major plus for us as we continue to identify the players we want to be part of things here."
Chester said: ?It was heartbreaking to leave Rangers, but Walter Smith persuaded me to accept and it?s an unbelievable deal. At City I won?t just be chief scout, I?ll be involved in all transfers in and out, so it offers security and a challenge.The last couple of seasons have been difficult, but you?ve got to keep doing the job and just hope that something changes, that someone comes in and buys the club and provides you with a budget."
In June 2011, it was announced that Chester would be leaving Norwich on 31st August 2011 for a new role in international recruitment. In early Jy 2011, it was reported that this role would be with Chelsea. New Chelsea boss Andre Villas-Boas is understood to be taking on two new scouts as part of his backroom team, bringing in Chester for a leading role, along with former Wimbledon talent-spotter Roger Smith. Instead Chelsea appointed Fulham's Scott McLachlan to a newly-created position as head of international scouts. Chelsea also elevated Mick Doherty, from a position monitoring the under 20s for Everton, to a role as Chelsea's European scout and given Alfie Apps a ?75,000 per year position in his department. Apps had intermixed periods scouting for West Ham United and Aston Villa with work as an unlicensed agent.
Chester then linked up with Chris Hughton to become Birmingham City's Chief Scout at the beginning of September 2011
