I reckon that would work if you had secondary moderators

basically behind the real moderators, you had 10-20 secondary moderators, who just rate posts, and can do -1 to 5

-1's over a certain period of time would flag up persistant trouble

Everyone else would be able to rate posts 1-5 like you say, but wouldn't be allowed to abuse the -1 system by just disliking a regulars post for the sake of, well, trolling
