My argument has always been

If you raise your hand to an opponent in a game, it doesn't matter whether your tap him on the cheek or punch him in the face, you are normally off.

By placing his head against Johnson, he was doing the equivalent of tapping him on the cheek, it was an act of aggression on the pitch and he should walk.
