it was an odd thing to do. And they do have an ignoble motive - to cause trouble for Labour and thir links to the unions, if they can turn this into a mini-national emergency (and in doing so divert attention from all the Budget ramifications).

Was at best a stupid thing to - or a lot worse than that.
