Isn't it really more about how the richer you are, the more loopholes you can afford

to pay your financial advisor, who will get you out of paying all sorts?

Something the poor don't have

So when the rich have nicely got it to a point where they're paying 2%, the 50p tax band isn't working

I'm guessing that's what Osbourne is attempting to achieve, a middling of contributions from everyone
