Fans banned from euro 2012

Apparently topping the league table for banned fans for Euro 2012 are Cardiff City with 143 fans banned from going. Has no one told them that Cardiff fans are Welsh and are not actually England fans. Do they think they would go to support England or fight the English?
Why stop there should they also ban Rangers or Celtic fans?
We btw have 26. But watch out at the end of the month the Fulham 4 exist
