can someone explain the decision at the end

Holt was having his shirt pulled, then he pulled the defenders shirt and ref gave a freekick to sunderland, sky replayed it so there is no doubt ..
surely if the holt shirt pull was a freekick then the sunderland shirt pull should have been a penalty?
