Probably not. Just sounded to me in my twisted mind..

that he may have been saying to the board "look we have made a really good start and if you get me these players I am pretty sure I can keep us up". But bringing in those players may be outside of his allocated playing budget for this season.
But then as I say I have a warped mind.
