Section 14 of the Public Order Act 1986
provides the police with the power to impose conditions (for example, as to numbers,
location and duration) on public assemblies of 20 or more people where the assembly
is likely to result in serious public disorder; or serious damage to property; or serious
disruption to the life of the community; or if its purpose is to coerce
