would cause an environmental problem. Farmers would do the opposite of my last post if that was the case, plough up all ELS and HLS areas to bring them back into production to avoid being taxed on the land out of production. Taxing the land out of production would be pointless as farmers would be given monies from Europe to have the land out of production so it would contradict everything that goes with environmental schemes.

s'wat I meant by my first post "it wouldnt work with farms" - it would be very difficult to implement against farmland, given farmers are currently paid for land taken out of production, it would be the complete reverse to then start charging them for it and cause them to neglect the environment as they would no longer want to leave beetle banks, wild bird cover, marshland etc.
