looked this up months ago when I noticed it against Northern Ireland...

a few connections with the British helping them gain independence first time around, links with British Navy, 3 lions is also their national coat of arms and finally just because they like the design but it seemed a mix of reasons rather just something standard/obvious. Sorry badly explained but probably out there on the interwebs somewhere.
