At least the version I heard from an Irish geography PhD over here was about Irish landlords continuing to divide plots of agricultural land to allow 1) more and more people to farm and 2) to of course increase the total amount of rent they could charge, to a point where it made it impossible to effectively farm productively.
The landlords themselves were ultimately associated with and supported by the British government, but it wasn't all black and white.
