they brought in unsustainable levels of policing

threatened to shoot, and it rained

and they only increased the numbers because they made such a f**k up which resulted in homes, livelihoods and lives lost

the fact something stops doesn't mean it was dealt with properly.

maybe the rest of the world should be proud of how they reacted to rwanda, after all the killings stopped didn't they?
