Sounds like complete and utter bullsh*t to me.

1. If the boy is your mates nephew then your mate is his uncle.

2. How would anyone know whether or not a 9 year old was at home alone to make the call or do they just randomly dial numbers hoping to chance upon a lone 9 year old who has an uncle?

3. If the bloke calling wasn't his uncle then surely the boy would not fall for it and would realise.

4. For the boy to fall for it he must know the person involved in which case it would be a crap scam as you would inevitably get identified and caught.

So all in all it sounds like an urban myth to me. Only way it would work would be if the bloke was impersonating his uncle and told him to hand the goods over to some mate of his but then if that was the case can't often be a situation where all the necessary circumstances were right.
