I don't think it can possibly explain the dominance at almost all levels, including posh boy athletics

My son is seriously quick - sub 11 a couple of times - and he has never won a national event, even at posh boy public schools level, let alone competing against the hoi polloi. Black youths always win. And that's not down to your "well they aren't trying hard enough" thesis
