as he couldn't afford to buy them outright. Many of his choices didn't work out (for whatever reason) and used up his budget and can be seen as expensive flops.b Worthy pissed away money after relegation too; but mostly on bad buys (and by persuading the board not to invoke the relegation salary reduction clause).

I don't think the board has *not* backed any manager since D&M took over. Just that different managers have used different strategies in the transfer market. Whether they have spent wisely or not is another matter...
