I think you should say you've noticed it's increasing...

...and he needs to think of cutting back..

Suggesting he has a problem now is too early, however, by doing the above means you can state he has an issue to address further down the line should things not improve...

Don't be surprised if he completely rejects what you say or makes a joke out if it...

That seems to be the way it works - if he wants to address things, he will, but it might be a while...
