I think it's oil-based

One "remedy": sprinkle with powder (doesn't really matter what kind: talc, baking powder, whatever), *iron* it to melt the oily base and get it to bind with the powder, then flush with washing up liquid-and-water - maybe acidulated with some vinegar - to clear.

But that sounds like it has major what-if-it-goes-wrong potential...
