Either your broadband isn't up to muster or something else is eating the capacity.
Someone will be able to recommend a good speed test website - you'll* be able to compare the results you actually get with the speed your ISP tells you you ought to be able to get.
But if you're out in the sticks, running on a copper-wire broadband, and a fair way from your exchange, you might not have any options apart from getting fibre-optics in. Or a f**king expensive leased line.
