Perhaps the ref could eplain his decision not to award a free kick/sending off . If the FA charge a player why did the ref ignore it ?

from BBC site West Brom defender Gabriel Tamas has been charged with violent conduct following an incident in his side's win at Norwich City.
The Football Association has charged the Romania defender after he elbowed striker James Vaughan in West Brom's victory at Carrow Road on Sunday.
Tamas has until 1800 BST on 13 September to respond to the charge.
If the player admits the charge he can expect to receive an automatic three-match suspension.
Norwich boss Paul Lambert confirmed Vaughan needed hospital treatment after the incident, claiming his player's injury was serious.
