and don't forget the Wales and Northern Ireland have free prescriptions etc too!
The devolved parliamemts are just like big county councils except that they have control of healtha nd education spending - they are given moeny to spend from London and they decide what they want to spend it on.
Scotland also controls its own Police because the legal system is totally different up here.
We only have one level of local authorities here - you have two in Norfolk, so there isn't really that much difference. Oh and we may have no tuition fees, but I apy a fortune for my daughter to stay in university halls in Dundee, so we still pay plenty, don't worry!
